About
the World Congress for Total Quality Management
The role and
importance of total quality management (TQM) has exploded across
all business landscape in the last two decades, yet it remains
a challenging goal for many organizations The World Congress for
Total Quality Management (WCTQM) has been held every year since
1996 for the last nine years in different parts of the world.
It is the brain child of Professor Gopal Kanji, Professor Emeritus
of Applied Statistics at the Sheffield Hallam University, Sheffield,
England; who is also a founding editor of two famous international
journals namely, the Journal of Applied Statistics and Business
Excellence and Total Quality Management.

Nexen Chemicals Canada
Ltd. partnership is a multinational
sodium chlorate and chlor- alkali chemicals manufacturer with
locations around the world. Over the years, there have been five
phases of development in the Brandon plant with a current sodium
chlorate production capacity of 200,000 tonnes. Project
construction of Phase Six, which included the relocation of a
sodium chlorate plant from Taft, LA, began last fall. Despite
many challenges, the project is proceeding on schedule with completion
targeted for the end of September or early October 2004. Once
complete, Nexen’s capacity will increase by 65,000 tonnes
per
year, making them the largest producer of sodium chlorate in the
world.

Three
major stakeholders have been involved in the Phase Six project:
Nexen, Chemetics, and DMS. Chemetics, whose Canadian operations
are based in Vancouver, served as the ECPM contractor. DMS
has had overall responsibility for construction as the prime contractor
on site. More to Come!
It was quite unprecedented for a relatively new company
like DMS to be awarded a relocation project of this size and complexity.
They were up against several proven companies who had
been around a lot longer. In reality, the key players in DMS have
a wealth of industrial experience, as well as having long track
records of success.
One of the biggest hurdles to overcome on the project was meeting
its aggressive schedule. From time of award DMS had a window of
only 21 weeks to achieve plant completion. According to Wayne
Davey, DMS project manager, the major stakeholders worked cohesively
in terms of the nature of the schedule and some of the challenges
faced on a day-to-day basis.
Unlike a typical greenfield project, relocations offer a different
set of challenges, including replacement of long lead time specialty
materials. The QA program, an integral component of the
DMS project management plan, has been paramount to final project
success. Cory Nicholson, Construction Superintendent and QA Manager
for DMS worked closely throughout the project with the Manitoba
Department of Labour to ensure that the integrity of all plant
systems was sound.
The recent record-breaking cold and wet spring added another significant
challenge. In Louisiana, the sodium chlorate facility was located
outdoors. Because of our severe Manitoba winters, a 50,000 square
foot building was erected to envelope the relocated facility,
resulting in some modifications to its original design.
